We are seeking a Sr. Campaigns Manager, Federal to own integrated campaigns for Horizon3's Federal and Public Sector business: civilian agencies, the DoD, the Defense Industrial Base, and SLED. You will build campaigns that fit how government buys, including budget cycles, procurement vehicles, compliance mandates, and partner-led sales, and hold them to the same pipeline ROI standard as the commercial business.
You will report to the Director, Marketing Campaigns & Operations and work in close partnership with Federal sales leadership, the Sr. Federal Field Marketing Manager, channel field marketing, Carahsoft, and Federal channel partners. Your job is to put Horizon3's strongest Federal proof points, including FedRAMP High authorization and NSA CAPT program participation, in front of the right agencies and programs in the right format.
This role requires someone who understands how the Federal government buys, how Defense Industrial Base suppliers operate, and how to design campaigns that work within procurement cycles and compliance constraints.
Federal Campaign Strategy and Planning
Own the Federal campaign plan, aligned to the Federal fiscal year, agency budget and procurement cycles, and Federal sales territory priorities.
Segment the market across civilian agencies, DoD, DIB suppliers, and SLED, and build target agency and account lists with Federal sales leadership.
Map buying groups for priority agencies and programs, including security and IT leadership, program offices, and the partners and integrators who influence the buy.
Write campaign briefs with mandate-driven themes that matter to each segment: CISA KEV rapid response, CMMC compliance for the DIB, FedRAMP, and continuous security validation at scale.
Campaign Execution
Build and run multi-channel Federal campaigns across email and nurture, paid and contact-level advertising, webinars, content, and Federal media and associations.
Run agency-level and program-level campaign plays with coordinated SDR and partner seller outreach, designed within Federal gift and ethics rules.
Coordinate with the Sr. Federal Field Marketing Manager so campaigns surround field programs before and after, rather than running beside them.
Partner with product marketing on Federal messaging and content, including compliance mapping, capability briefs, and public sector proof points.
Partner and Channel Campaigns
Work with channel field marketing, Carahsoft, and Federal resellers and systems integrators on partner-led demand generation, joint webinars, and co-branded campaigns.
Manage partner campaign funds as an investment with an expected pipeline return.
Sales Alignment and Measurement
Serve as the campaigns partner to Federal sales leadership, with a shared view of target agencies, engagement signals, and next actions.
Define Federal campaign KPIs that account for long sales cycles: agency engagement, meetings booked, pipeline sourced and influenced, CPO, and stage progression.
Work with marketing operations so Federal campaign activity is attributed correctly in Salesforce.
Report results to demand generation and Federal sales leadership with clear recommendations on what to scale and what to cut.
Mentor other marketers on the Federal buyer. This role has no direct reports.
6+ years of B2B campaign, demand generation, or ABM experience, with meaningful time marketing to the Federal or Public Sector market.
Demonstrated understanding of how the Federal government buys, including agency budget cycles, procurement constraints, compliance frameworks, and partner-led sales motions.
Experience running campaigns across at least two of the following segments: civilian agencies, DoD, Defense Industrial Base, or SLED.
Proven track record driving pipeline through Federal campaigns, with the data to back it up.
Experience working with Federal channel partners, distributors, and systems integrators on co-marketing programs.
Familiarity with Federal compliance frameworks relevant to cybersecurity, including FedRAMP, CMMC, FISMA, and CISA KEV, and the ability to turn them into campaign themes that resonate with agency and DIB audiences.
Strong command of Salesforce for campaign attribution and account-level pipeline tracking, and experience with marketing automation (Pardot, Marketo, or HubSpot).
Strong cross-functional collaboration skills across Federal sales, channel, SDR teams, field marketing, and product marketing.
Experience in cybersecurity, DevSecOps, or adjacent B2B security markets with a Federal focus.
Familiarity with Carahsoft and the broader Federal distribution ecosystem.
Background in or direct exposure to the Defense Industrial Base.
Hands-on experience with ABM and intent tools such as ZoomInfo, Influ2, and Reachdesk or Sendoso in support of Federal account coverage.
Based in the Washington D.C. metro area.
This role requires up to 25% travel for Federal sales alignment, partner planning, key industry events, and internal offsites. Travel will be concentrated in the Washington D.C. metro area. Job-related travel expenses are reviewed and must be approved by your manager.

Base salary range: $145,000 - $185,000 annually. The exact salary will be determined based on the selected candidate’s location, qualifications, experience, and relevant skills.
